WA White Goods sells quality reconditioned and second-hand appliances at budget-friendly prices. This policy explains exactly what each of our condition ratings means, what to expect from each grade, and your consumer rights under Australian Consumer Law — so you can shop with complete confidence.

WA White Goods, trading as Budget Whitegoods Pty Ltd, is a Perth-based retailer specialising in quality reconditioned and second-hand household appliances — including washing machines, dryers, refrigerators, freezers, dishwashers, ovens, and other white goods. We source appliances from a variety of channels including trade-ins, insurance write-offs, returned goods, deceased estates, and direct purchases, and we recondition, test, and resell them at prices significantly below the cost of new equivalents.

Our business model is built on providing Western Australian households with access to affordable, functional, and safe appliances. Transparency is fundamental to this model. We do not hide defects, inflate condition ratings, or mislead customers about what they are purchasing. This Product Condition Policy formalises our grading standards and the disclosure obligations we hold ourselves to as a responsible Australian retailer.

Why a Condition Policy Matters

  • Under the Australian Consumer Law, goods sold must match their description and be of acceptable quality having regard to the price paid and the nature of the goods. For second-hand goods, this means the condition must be honestly and accurately disclosed.
  • A clear grading system allows customers to make fully informed purchasing decisions, understand exactly what level of cosmetic wear to expect, and have a clear reference point if a dispute arises.
  • Transparent grading protects both the customer (by setting accurate expectations) and WA White Goods (by clearly defining what is disclosed at the time of sale).

Our Pre-Sale Inspection & Testing Process

Every appliance that enters our Welshpool facility undergoes a structured, multi-stage inspection and testing process before it is graded, listed for sale, or dispatched to a customer. This process is carried out by our in-house technicians and is the foundation of our condition grading system.

Initial Intake & External Inspection
Every incoming appliance is photographed comprehensively on arrival and visually inspected for any obvious damage, safety concerns, or missing components. Items with safety-critical damage (e.g. exposed wiring, damaged gas lines) are quarantined immediately. We do not list or sell any item that poses a safety risk without full remediation.

Safety Systems Check
Safety-critical components are inspected and tested: power cord integrity, earthing continuity, thermostat function, pressure relief valves (where applicable), door latch and interlock mechanisms, and gas connections (for gas appliances). Any item that does not pass our safety check is repaired, quarantined, or listed as Parts-Only.

Functional Performance Testing
Each appliance is powered on and operated through a full functional test: Washing machines — all wash cycles, spin cycles, water inlet and drain. Dryers — all heat settings, drum rotation, exhaust/condenser function. Refrigerators & freezers — compressor operation, temperature stability across all zones, door seal integrity. Dishwashers — all wash programs, water inlet, drain, and drying function. Ovens & cooktops — all elements or burners, thermostat accuracy, timer and grill function.

Component Inspection & Replacement
Wear components are inspected and replaced as needed: door seals and gaskets, inlet hoses and drain hoses, water pump filters, drum bearings (where accessible), and power cords. All replaced components are noted in the item's service record. We do not sell appliances with worn safety components — replacement is mandatory before listing.

Cleaning & Cosmetic Assessment
Each appliance is thoroughly cleaned inside and out. After cleaning, our technician completes a comprehensive cosmetic assessment — documenting every scratch, dent, chip, stain, or mark using our standardised grading criteria. The technician assigns a condition grade and documents all findings.

Final Photography Session
A comprehensive set of photographs is taken of each individual unit — including all four sides, the interior, the control panel, and close-up shots of every specific cosmetic imperfection noted during the assessment. These are the actual photos of the specific unit you are purchasing — not generic stock photos.

Listing & Quality Review
The product listing is created using the technician's assessment, photographs, and specifications. A second team member reviews the listing to confirm accuracy of the condition grade, completeness of the description, and that all disclosed defects match the photographs. No item is listed until this quality review is complete.

Pre-Dispatch Re-Inspection
Immediately before dispatch to a customer, the item is re-inspected to confirm it matches its listing description and has not been damaged in storage. If any change in condition is identified, the customer is contacted immediately and offered the opportunity to accept the updated condition, choose an alternative, or receive a full refund.

Our Commitment: No appliance leaves our Welshpool facility that has not been individually inspected, tested, and graded by a member of our technical team. We do not list products based on photos from a previous sale or from manufacturer stock images. Every listing reflects the actual, specific item you will receive.

How Condition Affects Warranty

All appliances sold by WA White Goods as Grade A, B, C, or D come with a warranty against mechanical and electrical failure. The warranty period varies by condition grade and covers functional failures only — it does not cover cosmetic wear, accidental damage, misuse, or the cosmetic attributes of the item that were disclosed at the time of sale.

Australian Consumer Law Warranty Rights

Our warranty is provided in addition to — and does not limit or replace — your rights under the Australian Consumer Law. The ACL provides consumer guarantees that apply for a "reasonable period" having regard to the price paid and the nature of the goods. For a reconditioned appliance, this reasonable period is assessed in the context of the item's disclosed condition and price. Key ACL warranty rights include:

  • The right to a repair, replacement, or refund for a major failure — you may choose which remedy you prefer.
  • The right to have goods repaired or replaced for a minor failure — we may choose which remedy is provided.
  • The right to compensation for any reasonably foreseeable loss or damage caused by a failure of the consumer guarantees.
  • These rights exist beyond the warranty period if the item fails in a way that could not reasonably be expected for goods of its disclosed type, condition, and price.

Our goods come with guarantees that cannot be excluded under the Australian Consumer Law. You are entitled to a replacement or refund for a major failure and compensation for any other reasonably foreseeable loss or damage. You are also entitled to have the goods repaired or replaced if the goods fail to be of acceptable quality and the failure does not amount to a major failure.

Approximate year of manufacture where known — sourced from the appliance's serial number or nameplate. If unknown, this is stated explicitly.

Load capacity (kg for washing machines and dryers), volume (litres for refrigerators and freezers), or size dimensions as relevant to the appliance type.

Energy Rating

The appliance's original energy star rating where shown on the nameplate or where the model's rating is publicly available. Noted as "unknown" where not determinable.

Height, width, and depth measurements taken at our facility. Customers are encouraged to verify measurements with us before purchasing if precise fit is critical.

Cosmetic Condition Description

A written description of all cosmetic imperfections — specific location, size, and nature of every mark, scratch, dent, or stain — cross-referenced with listing photographs.

Functional Status

Confirmation that the appliance has been tested and is fully functional (Grades A–D) or a clear statement that the item is non-functional (Parts Only).

Reconditioning Notes

Any components replaced during reconditioning — e.g. "door seal replaced," "inlet hose replaced," "new power cord fitted" — are listed in the product description.

Warranty Period

Our photography and written description standards are designed to give customers the most accurate possible representation of each appliance's condition — particularly cosmetic aspects that can only be fully appreciated visually. We apply consistent standards across all listings.

Photography Standards

  • All photos are of the actual unit: Every photo in the listing is of the specific individual appliance you are purchasing. We never use manufacturer stock images or photos from a previous sale of a different unit.
  • Multiple angles: Every listing includes photos of all four external sides, the interior (drum, tub, or compartment), the control panel, and the door seal area.
  • Close-up shots of all defects: Every cosmetic imperfection noted in the written description has a corresponding close-up photograph so you can accurately assess its size and nature.
  • Natural lighting: Photos are taken in natural or consistent artificial lighting — not excessively bright lighting that conceals imperfections or excessively dim lighting that exaggerates them.
  • No post-processing to conceal defects: We do not edit or filter our product photos in any way that conceals, minimises, or misrepresents cosmetic defects. Colour accuracy is maintained.
  • Additional photos on request: If you would like additional photos — from specific angles, in different lighting, or of particular areas — simply contact us and we will photograph and share them promptly.

Written Description Standards

  • Specific, not generic: Descriptions identify defects by location ("right side panel, approx. 5cm scratch near top") rather than vague general statements like "minor wear".
  • All known defects disclosed: Every defect identified during our inspection is disclosed — we do not omit defects because they are "minor" or because disclosure might discourage a sale.
  • Plain language: Descriptions are written in clear, everyday Australian English without jargon or language designed to minimise the perceived impact of disclosed defects.

Cosmetic vs. Functional Defects — ACL Context

One of the most important distinctions in our condition grading system — and in the application of Australian Consumer Law to second-hand goods — is the difference between a cosmetic defect and a functional defect. Understanding this distinction is essential for both customers and for correctly applying ACL consumer guarantees to reconditioned appliance purchases.

Cosmetic Defects

A cosmetic defect is a physical imperfection that affects the appearance of the appliance but does not impair its ability to perform its primary function. Examples include:

  • Surface scratches on external panels, the top, or the sides of the appliance.
  • Small or large dents in external casing that do not affect door operation or structural integrity.
  • Paint chips or chipped enamel on external surfaces.
  • Interior staining, discolouration, or superficial marks that do not impair function.
  • Fading or minor discolouration of plastic components.
  • Small cosmetic cracks in non-structural plastic panels.

ACL Position on Disclosed Cosmetic Defects: When a cosmetic defect has been clearly disclosed in our product listing — described in writing and photographed — it does not constitute a breach of the ACL consumer guarantee of "acceptable quality." The ACL takes into account the price paid and the nature of the goods. A Grade C appliance purchased at a significant discount with disclosed cosmetic wear meets the acceptable quality standard for goods of that disclosed description and price. A cosmetic defect that was not disclosed and that you would not have accepted if known may constitute a misdescription — see Section 15.

Functional Defects

A functional defect is one that impairs the appliance's ability to perform its primary function — regardless of the item's condition grade. Examples include:

  • The appliance does not turn on or power up.
  • A washing machine does not spin, drain, or fill with water correctly.
  • A refrigerator does not maintain temperature within normal operating range.
  • A dryer does not generate heat or the drum does not rotate.
  • An oven element does not heat or a gas burner does not ignite.
  • Any fault that creates a safety risk — excessive vibration, sparking, burning smell, overheating.

Functional Defects Are Always ACL Failures: A functional defect in a Grade A, B, C, or D appliance — that was not disclosed at the time of sale and that we confirmed was not present during our pre-sale testing — is always an ACL consumer guarantee failure, regardless of condition grade. If your appliance develops a functional failure, contact us immediately. Your rights under the ACL apply in full, and we will arrange an assessment, repair, replacement, or refund as appropriate.

What "Acceptable Quality" Means for Second-Hand Goods

The Australian Consumer Law (s54) requires that goods sold to consumers be of acceptable quality. For second-hand and reconditioned goods, the ACL specifically acknowledges that the standard of acceptable quality is assessed in light of all relevant circumstances, including:

  • The nature of the goods — that they are second-hand or reconditioned, not new.
  • The price paid — a significantly discounted price compared to new signals a different expectation of condition.
  • Any statements made about the goods — the condition rating and description in our product listing define the standard against which acceptability is measured.
  • Whether any defects were drawn to the consumer's attention before the purchase — disclosed cosmetic defects do not affect the acceptable quality assessment.

The ACL Protects You Regardless of Condition Grade: Purchasing a Grade D appliance does not mean accepting any functional failure. The grade communicates cosmetic condition only. All Grades A–D carry the same ACL functional guarantees — the appliance must perform its primary functions for a reasonable period, having regard to its disclosed condition, age, and price. Condition Disputes & Misdescription Claims

If you receive an appliance and believe its actual condition does not match the condition grade and description in its product listing, this is a misdescription complaint under Australian Consumer Law. WA White Goods takes misdescription claims extremely seriously and will always investigate them promptly and fairly.

What Constitutes a Valid Misdescription Claim

  • The item has cosmetic damage — scratches, dents, chips, or staining — that was not disclosed in the written description or visible in the listing photographs, and that you would not have accepted had you known.
  • The item does not function as described or implied by its condition grade (Grade A–D) — any functional failure in a non-Parts-Only item.
  • The item is a different brand, model, or capacity to what was listed.
  • The item's age is materially different from what was stated or reasonably implied in the listing.
  • A component that was described as replaced during reconditioning (e.g. door seal) is clearly original and in poor condition.

What Does Not Constitute a Misdescription

  • Cosmetic wear that was specifically described in the written listing and/or visible in the listing photographs — this was disclosed and forms part of the item's condition grade.
  • General cosmetic wear consistent with the condition grade — a Grade C item showing visible scratches and dents is consistent with its grade description.
  • Cosmetic imperfections visible only on close examination of Grade A or Grade B items — micro-scratches visible under direct light are consistent with Grade A and minor wear is consistent with Grade B.
  • Personal dissatisfaction with the aesthetic of a second-hand appliance when the condition was accurately described and the item performs all its functions.

How to Lodge a Misdescription Claim

  1. Contact us within 48 hours of delivery — this allows us to compare the delivered item to its listing before too much time has passed. We will still consider claims received later, but prompt contact is strongly encouraged.
  2. Email [email protected] or call +61 424 260 450 with your order number and a description of the discrepancy.
  3. Take clear photographs of the specific issue — the undisclosed damage, the incorrect item, or the functional failure — and attach them to your email.
  4. We will compare your photos and description against our pre-sale inspection records, listing description, and listing photographs within 2 business days.
  5. If the misdescription is confirmed, we will offer your choice of: a full refund (including delivery fee), a replacement item of equivalent grade, or a negotiated reduction in price if you prefer to keep the item with a price adjustment reflecting the actual condition.
  6. Collection of the item for return will be arranged at our cost — you will not be required to pay for return shipping or transport for a confirmed misdescription.

Condition Grading vs. Age & Brand

Our condition grades relate exclusively to the cosmetic and functional state of the appliance at the time of sale — they do not reflect the appliance's age, brand, energy efficiency, or technological generation. This distinction is important for customers to understand when comparing items across our range.

Key Distinctions

What the Grade Tells You

The cosmetic condition — how it looks. Whether it is fully functional. What cosmetic defects (if any) are present. The warranty period. What to expect visually when the appliance is delivered.

What the Grade Does Not Tell You

The age of the appliance (found in the listing). The energy star rating (found in the listing). The brand or model quality tier. How many years of service remain. Original purchase price or market value.

Practical Examples

  • A Grade A Fisher & Paykel washing machine (3 years old) and a Grade A Kelvinator washing machine (8 years old) are both graded A for cosmetic excellence — but they are very different appliances in terms of age, features, and brand quality. The listing for each item will state its age, brand, and specifications clearly.
  • A Grade B Samsung refrigerator (5 years old) may cost more than a Grade A Haier refrigerator (2 years old) — the higher price reflects the Samsung brand, capacity, and features, not just the cosmetic grade.
  • An older appliance in Grade A condition may not last as long as a newer appliance in Grade C condition — age and remaining service life are separate considerations from cosmetic condition grade.

Our Pricing Reflects All Factors: The price of each appliance is set based on a combination of condition grade, brand, model, age, capacity, energy rating, and current market conditions. The condition grade is one important factor but not the only one. Expected Service Life Guidance

While we cannot guarantee the remaining service life of any reconditioned appliance, the following general guidance may help customers manage their expectations:
